Just about every city has got them. Places out of control, neglected, forgotten or in decline, sores are present. Caused by lack of resources, lack of governance, absence of the rule of law, conflict, wars or a combination of the above.
A prime example would have to be Beirut. Stunning beauty, wealth and affluence right next to the downside. Decay, destruction, neglect or abject ugliness.
